بعد عودة القطاعات من جديد تضاربت الأقوال حول اختصاصاتها وهل يقتصر دورها على الجانب الإدارى فقط أم يشمل الجانب الفنى؟ وهل تختص بالإشراف الإدارى والفنى على الصفوف الثلاثة الأولى كما كان فى الماضى أم لا يزال الإشرراف الفنى تابعا للتوجيهات؟
